A Review on Regulation by Design in the Public Sector, from Information Design to Legal Design

Abstract

Observing the state of Western democracies, trust in institutions is not growing proportionally, and low civic participation indicates a crisis of representation. When called upon, design can contribute to the empowerment of active citizenship and public administration, participating in the definition of artefacts that express norms, rights, and services. Especially in the digital context, design becomes regulative, affecting law-making and decision-making processes by means of its choices of representation and user experience. Through an international retrospective – including the United Kingdom, the Netherlands, the United States, France, and Italy – this paper investigates codes and languages, from institutional design to information design and legal design, to verify the contemporary potential of design for public interest

    Information Designer and PhD candidate in Service Design for the Public Sector at ISIA Roma Design and Sapienza University of Rome. His multidisciplinary research adopts a practice-based, systems-based methodology and investigates how to contribute to decision-making processes in the definition and implementation of public policies with an approach grounded in information design and legal design.
